Floodscape Urbanism
PhD Thesis, RCA 2018

‘Floodscape Urbanism’ develops design-led flood adaptation strategies for the city of Manila. With much ground already covered on cross-disciplinary approaches in flood risk management, this thesis considers the discussion of flood adaptation through the lens of ecological urbanism and architectural design.

The issue is the fluid edge between city and water and is captured in the term ‘floodscape’, to give definition to a cityscape affected by fluctuating water levels. This research project argues for the importance of urban design as the key driver to integrate the environmental and social concerns of the city in a holistic and critical way. Floodscape Urbanism therefore can be understood as a potential bridge between urbanism and hydrological cycles, with design providing a crucial framework within which to think about and act on environmental, technical, economic and socio-cultural challenges. Manila, as an extreme case of a flood-prone city, presents the challenge of having to balance vital flood management with creating places suitable for urban life that many cities in the global south are facing or will face.

“Sea-level rise is one of the central facts of out time, as real as gravity.
It will reshape our world in ways most of us can only dimly imagine.”

The Water Will Come, Jeff Goodell

Flooding in ManilaOver the next two decades, the number of people affected by river flooding worldwide could increase from 21 to 54 million.
The expansion of cities in flood-prone areas, combined with the adverse impacts of climate change, such as heavier rainfall and rising sea levels, leave future populations and economies exposed
to potential disaster. With these risks in mind, such cities urgently need to set new environmental, economic and social
priorities within ‘climate conscious’ urban planning and management.

Floodscape Urbanism as a Conceptual FrameworkThe need to reengineer and redesign cities for a changing climate and increased urban populations requires new conceptual
models and practical methods for design. The architect’s engagement in flood management projects is crucial in deciding
how new infrastructures can be introduced into existing urban fabric, and what formal and social impact these may have on the
city.

Three case studies of urban flood management practice informed the study: Dhaka, New Orleans and Hamburg - cities that
vary greatly in terms of their approach and capacity to deal with flood risk. The choice of cities was based on two criteria: a city’s ability to invest in flood adaptation, and its preparedness to manage
institutional change. The cities’ awareness and implementation of environmental and urban strategies also informed the
analysis.

Design Transfer - Metro Manila

In their cartographic representation, the edges of the Pasig River are drawn as well-defined lines that meander through Manila’s irregular urban fabric. Only more recently developed flood maps of the city provide a more accurate representation of these water edges as gradients that shift between wet and dry. The urban ground along the banks of the Pasig is defined by this dynamic field, which requires alternative ways for design to conceptualise, represent and act on the river’s natural

flows and overflows.

London Festival of Architecture 2010

The ‘Urban Garden Follies’ were a series of self-initiated public space installations for the
London Festival of Architecture (2010-2013) and Clerkenwell Design Week (2019). The
project identified different types of overlooked spaces in London and used key concepts
of sustainability as guiding principles for the temporary interventions. The main focus of
the ‘Urban Garden Follies’ were questions around sustainability of place, and
sustainability through practice.

‘Back Garden’ (King’s Cross 2012) and ‘Front
Garden’ (Hackney 2013) created impromptu urban green spaces and picnic events
through found material and plant saplings. The combination of temporary installations
and informal picnic events transformed these places into meeting places for the
neighbourhood’s different communities.

The ambition for the ‘Follies’ was to ‘reduce’, ‘reuse’, ‘recycle’ and ‘recover’: timber and building components were sourced from reused and found materials. These were later recycled and turned into public tables or used for bonfire nights to open up dialogue with the local neighbours. All seeds and plants were shared with different participants and found their home in different local households

Projected FuturesAarhus School of Architecture 12/2012

In the documentary ‘Manufactured Landscapes’, Jennifer Baichwall
accompanies photographer Edward Burtynsky’s trail to the breaking yards of Chittagong in Bangladesh, cemeteries of once
colossal container ships. The film is a window into the flotsam and jetsam that are lost to the changing winds of capitalist progress;
and the slow spectacle of dismantling these large vessels a question on the next frame in this sequence. Setting the atmospheres
of contemporary ruins against the speed of urban production, challenges us to wonder about our future landscapes. What would
happen to our buildings of past and present if we were to dismantle them in fragments or as a whole? Where would these be rediscovered
and be occupied?

This exhibition looks at futures as they are projected in film and
investigates the spaces and sequences that are described in these productions. Four rooms showcase spatial interventions, installations and devices that challenge and question our notion of tomorrowland.

This piece is a critique on the level of production in today’s industry,
changing our natural landscape due to usage and removal of immense volumes of natural resources; replaced by obsolete
scraps and components. This cycle of production causing densely accumulated waste piles suggests a scenery of tomorrow. We
propose a metropolis erupting from the landscape, comprised of technological components designed to go out of date. The fragments
of wreckage becoming more decomposed and dense, creating a mechanical cityscape.

This machine iterates a contradictory relationship between the
modernist principles of transparency and idea of the free plan, and explores the alienation that may be experienced in these
constructed environments. The device, although seemingly gentle and engaging in its repetitive cycles, restricts the ability to
engage with the actual fragments.

This project is a vessel to critique our acceptance of fabricated
realities. In the investigation of the interrelationship between the constructed reality of Truman’s world and the actual reality behind
we start to explore the tensions created by our acceptance of social and pervasive media networks we live in today.

The cinematic follies are reinterpretations of fleeting moments
depicted in rooms and spatial realities set within Andrej Tarkovsky’s ‘Mirror’. Layers of realities appear and disappear through
a physical collage of surreal memories and desires. Movement through these layers provides a commentary on our fragile nature
within physical constraints.

This piece explores our attempts to consciously take control of
the present, the will to flee from a situation, trying to manipulate

and craft a future reality. This casts into doubt what is real
and what is not, and shapes a world where the person is moving between space and time, and the where the mind is lured into
different realities. This creates a space where the real meets the material world, and the subconscious is opened up to dreams.

This installation questions man’s right for freedom and the
never-ending search for liberation of the mind and body. Stepping into a three-dimensional relationship with the piece, one
is lured into a space within a space, subsequently loosing all sense and recognition of space and time. Once one becomes
conscious of being oppressed by authority, the search for liberty
begins.

This piece revolves around the theme of time; and how time can be altered and distorted. What connects us to a moment in time,
and how do we perceive and navigate through the sounds, lights and atmospheres surrounding us? Does time have a beginning and an ending, or is it endless? Endless cycles of past, present and future.

The machine is floating in time and space. It operates in cycles,
melting metal and solidifying it. Its various operational elements are interrelated but separate, and only connect by the rotational
movement of the centre arm. The chopper is the first stop, the point in which you go from being in control, into a chain reaction
of unknown consequences. To begin your short dive into timelessness, pull the wire of the chopper and turn the wheel…

Hong Kong Biennale of Urbanism and Architecture 2015

The Biennale interrogated how other design disciplines could establish a dialogue with a
wealth of creativity far beyond the formality of the built environment profession. The
aim of this Biennale was to use the lens of young designers and to bring them in dialogue
with the city

The Biennale consisted of a thematic exhibition and installations in a public park. A distinct exhibition strategy was established which contrasted formal versus informal and established versus emerging voices; the work of Hong Kong’s leading and emerging architects and planners was juxtaposed against future visions from film, photography, fashion, product and performance design. This created a multi-medial relationship of different voices and perspectives that were able to share the same space and also the same concerns for the future of Hong Kong’s environmental and social balance.

A series of mobile installations was commissioned along the main promenades of Kowloon Park that created informal nodes that dissolved the formality of the park and the city. The formal language of these mobiles embedded humour and lightness that attracted both old and young alike. The Biennale further promoted impromptu arts and culture-led events through social media platforms, which captured and shared local stories of the Hong Kong to make people aware of their city’s various public spaces. The use of social media was used as a tool for people to creatively engage with the debate on the future of the city.

Virtual NeighbourhoodsRavensbourne 2019 - 2020

The Department of
Architecture at Ravensbourne University has launched their end of the year
exhibition entitled “Virtual Neighbourhoods”. The interactive display features
work across architecture, interiors and urban landscape and takes a playful
approach to overcome the challenge of designing collaboratively during the
global COVID-19 pandemic.

Initiated by tutors Sara Martinez, Era Savvides and Paolo Zaide,
the idea for the “Virtual Neighbourhoods” website was to develop a set elements
and guidelines that would allow each student to participate in the co-creation
of the display of imagined streets, spaces and future communities.

Visitors are invited to
take a tour through the virtual promenade and buildings of the exhibition and
to play/post their own drawings that can be created with the website’s movable
tiles.

Parameters for a Virtual Co-design
The design for the Virtual Neighbourhood was established on
principles of co-design that would allow all participants – from students,
tutors to visitors – to collaborate in the making of the neighbourhood
experience.

At the start of the design process, a set of parameters were
defined that would allow for virtual collaboration. Each student was made
responsible for an individual ‘pixel’ of the Virtual Neighbourhood and had to
mediate the boundaries of their project with their adjacent neighbours. In
collaboration with the tutor team, surrounding landscape elements were added to
create the unique character of the neighbourhood’s street and spaces.

Architecture at Ravensbourne Y1:

The virtual format of this exhibition breaks away from the
traditional ‘pin up wall’ and ‘model-table stand’ showcase, and fully explores
the potential of translating architectural work into the virtual realm.
Projects in this showcase are presented at a ‘real’ scale in form of a series
of immersive neighbourhoods, streets and building interiors, and visitors can
freely walk and wander around the projects and the world that has been created
for them.

In this process the visitors are seen as co-designers, who can
engage with a range of interactive elements that encourage them to create their
own experiences and journeys. Embedded into the “Virtual Neighbourhood”, for
example, are playful pixels, coins and tiles that provide ways for visitors to
experience the neighbourhood, as well as provide ways to be creative and test
the ideas of the projects.

Crafting a community
Commenting on the making of the “Virtual
Neighbourhood” First Year student Josh Dalsan, says that the “coronavirus has
forced us to stop and reflect, but to also look forward, and begin to reimagine
what the future can look like.” Reflecting on lockdown, he says “being stuck at
home has provided us with a different sort of challenge, one that will bring us
together, albeit, if it is virtually.” He explains that the interactive aspect
of the neighbourhood allows people to “visit the individual projects, and learn
through selected imagery, the narratives that have been imagined by students
from Ravensbourne.”

The “Virtual Neighbourhood” platform can be visited
by going to www.architectureatravensbourne.com. It will continue to act as an

We live in
extraordinary times. Things around us are transforming at such a rapid rate,
the way we live, work and interact may soon seem unrecognisable to most of us
alive today. Governments around the globe have mandated social distancing and
instructed people to stay at home to avoid nonessential contact with other
spaces, objects and people. Our current day-to-day has been made possible
through telecommuting, distance learning and virtual get-togethers, challenging
our traditional workflows to stay connected.

As strange
as all of this may seem, this is potentially good news. With the world entering
a slowdown mode, we are provided with the opportunity to rethink past ideas,
and to adapt to the dynamic changes around us. On a global level, it gives new
meaning to a common environmental awareness and the importance of social
connectivity. Perhaps on a more local level, it challenges us, as designers, to
reflect on the importance of coexistence and the local community.
